Terms of Service
These Terms govern access to and use of INTEL at intel.tituspaine.com, including accounts, investigations, discussion, evidence, profiles, search, moderation, and related services. By creating an account or using INTEL, you agree to these Terms and the policies incorporated into them.
1. INTEL
INTEL is a community intelligence and investigation platform for organizing public-interest investigations, sources, evidence, structured information, and discussion. INTEL is not a government agency, law-enforcement agency, court, credit bureau, consumer-reporting agency, or provider of legal, medical, financial, employment, housing, insurance, or other professional advice.
2. Eligibility and accounts
INTEL accounts are restricted to adults. You must be at least 18 years old to create an account. You must provide accurate account information, protect your credentials, and promptly report suspected unauthorized access. You are responsible for activity through your account. INTEL may reject, suspend, restrict, or deactivate accounts when reasonably necessary to protect users, investigations, evidence, service integrity, or legal compliance.
3. User Content
You are responsible for investigations, comments, files, sources, claims, descriptions, reports, and other material you submit (“User Content”). You must have the rights necessary to submit it. Do not knowingly fabricate evidence, manipulate provenance, impersonate another person, misrepresent a source, or knowingly present a false allegation as established fact.
User submissions may be unverified, disputed, incomplete, outdated, mistaken, or misleading. A verification state records INTEL's review state; it is not a guarantee of truth, authenticity, completeness, legality, or fitness for any purpose.
4. License
You retain rights you hold in User Content. You grant INTEL a worldwide, non-exclusive, royalty-free license to host, store, reproduce, display, format, index, transmit, moderate, preserve, and make User Content available as reasonably necessary to operate and protect INTEL and its investigations. The license ends when content is removed from active service where technically and legally feasible, except for backups, audit and moderation records, legal preservation, corrections, and material reasonably necessary to preserve investigation integrity or another user's lawful contribution.
5. Rules
You must follow the Acceptable Use Policy, Community Guidelines, Evidence & Source Policy, Copyright & Intellectual Property Policy, and Corrections & Disputes Policy. Those policies are incorporated into these Terms.
6. High-impact decisions
INTEL is not designed or authorized to determine eligibility for employment, housing, credit, insurance, education, government benefits, or another high-impact decision. Do not treat INTEL records as consumer reports or substitutes for legally required verification, notice, due process, or dispute procedures.
7. Moderation and preservation
INTEL may label, limit, hide, remove, restore, preserve, or restrict content and accounts; maintain audit and moderation records; preserve evidence; and record corrections. Investigation owners and moderators have limited powers within their investigations. INTEL retains platform-level authority and does not promise to review every submission or report.
8. Intellectual property
Do not upload material you lack the right to use. Copyright and other rights complaints are handled under the Copyright & Intellectual Property Policy.
9. Availability
INTEL may change, suspend, discontinue, or limit features, impose reasonable technical limits, and perform maintenance. INTEL does not guarantee uninterrupted availability or permanent preservation.
10. Disclaimers
To the maximum extent permitted by law, INTEL is provided “as is” and “as available.” INTEL disclaims implied warranties of merchantability, fitness for a particular purpose, and non-infringement and does not warrant that user submissions, public records, sources, search results, relationships, verification states, or conclusions are accurate or complete. Rights that cannot lawfully be excluded remain unaffected.
11. Limitation of liability
To the maximum extent permitted by law, INTEL and its operator will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or loss of data, profits, goodwill, or opportunity arising from use of the service. Any liability that cannot be excluded is limited to the maximum extent permitted by applicable law.
12. Indemnity
To the extent permitted by law, you agree to defend and indemnify INTEL and its operator from third-party claims arising from your unlawful User Content, violation of another person's rights, or material violation of these Terms.
13. Governing law
These Terms are governed by the laws of the State of Georgia, United States, without regard to conflict-of-law principles, except where applicable law requires otherwise. A dispute not subject to a mandatory contrary rule may be brought in a court of competent jurisdiction in Georgia.
14. Changes
INTEL may update these Terms. Material changes will be identified by a new effective date and may require renewed acceptance. Continued use after an update takes effect constitutes acceptance to the extent permitted by law.
