This investigation documents Dougherty County’s 2026 countywide property revaluation, including how properties were valued, why some assessments changed substantially, the appeals process, the relationship between assessments and millage rates, and the decisions made by the agencies and officials involved. The goal is to build a public, source-backed record using assessment notices, county records, meeting statements, state requirements, appeals data, contracts, public records and contributions from property owners. Questions include: How was the revaluation conducted? How consistent were valuation changes across neighborhoods and property types? How many appeals are being filed, and what happens to those appeals? When will the tax digest and millage rates be finalized? And what effect will the process ultimately have on property owners?
